Really depends on what the definition of "good food" is. Are we talking a hamburger vs. an aged T-bone steak? Or are we talking about a good pizza vs a bad pizza?

If we are talking about quality of the food, regardless of the food type (the pizza example), then I would say yes, the food needs to be good in order to properly enjoy the wine. However, various foods pair well with wine that many wouldn't expect. The same is true with beer and food.

Oh well, just my $.01 and probably not even necessary.
