Usually I think of residual sugar in terms of a percentage of weight to volume. Since this is 113 g/l, would that make it 11.3%? Seems pretty high...can someone confirm this? I can't seem to find a straight answer on google!

That is a pretty common characteristic. The highest-quality Ports (and Port impersonators) are able to maintain all of that raisiny richness without feeling "cloying" (the sensation on your tongue that something is just too sweet or syrupy).
